A dog is a creature of habit.
Whatever it does over and over again becomes a habit for the dog.

So how do you make going outside a habit?

You take it outside every hour until the dog starts showing you in some way that it wants to go outside.

How long this takes depends on the dog.
I take mine to the same spot outside where he smells the pee. I say ' &#34;hurry up&#34; - or some cue word
Now, whenever I say ' Hurry up &#34;, he goes.

There may sometimes when dog comes in and pees - especially in the winter_ but you stick to the plan.
The plan sometimes fails because owners are in too big a hurry to get inside.

		<description>It is refreshing to find a responsible pet owner on Y/A that is willing to do what it takes to solve pet problems and does not call their pets stupid or threaten to get rid of them.  

I recommend getting your brand new carpet professionally cleaned by someone who specializes in pet odor.  It seems more likely to me that both your dogs are probably still smelling where you new dog has gone and that is encouraging them both to go there again.  I have had good luck with a cleaning product called Folex to clean up after my old cat when she misses the box (or in her senility forgets where it is, Joy!).

Something I have found helpful with two dogs is to put go potty on command.  I use &#34;better go now&#34;.  To train this, I go out with my dog every time.  When the dog pees or poops in the right place I say &#34;good better go now&#34;.  Once they learn what the words mean you can then tell them better go now and within a minute they are doing their business and you are back inside.

If you dog is going potty on the carpet, it sounds like you are not using crate training.  I used it early on with both of my dogs, but as soon as they were trustworthy in the house I forgot about it.  You may want to try that for a few weeks.
